Dear President Arafat:

We are hearing these days about so-called "Clinton’s Peace Proposals" and pressure on the {PNA} ,from American and Arab leaders to accept these proposals making further Palestinian concessions, related to The Right of Return of Palestinian refugees, Jerusalem, Settlements and Borders.

We, like millions of Palestinians, are deeply concerned about these reported news and rumors. We would like to make the following statements, which we are sure are well-known to you:

1: The so-called "Clinton’s Proposals" are those written and dictated by Barak.

2: The Right of Return for all Palestinian refugees, who were systematically uprooted from their homeland, must be guaranteed and no compromises must be accepted under any circumstances.

3: The Palestinians have already made massive concessions, in awarding Israel and the Zionist Movement 78% of their historic land, and must under no circumstances give away more of their land. The sacrifices made by our martyrs and our people in general, must not be squandered and sacrificed for the sake of Cinton’s legacy, or the political aspirations of Barak or any Arab leader.

4: The west Bank, the Gaza Strip and East Jerusalem are illegally-occupied territories, held, for 33 years, in defiance of international law and Security Council Resolutions. Our demand must be complete withdrawal from all these territories and dismantlement of all Jewish settlements. The U.S must be reminded that these Security Council resolutions must require no negotiation or bargaining, as was the policy adopted against Iraqi illegal occupation of Kuwait.

5: ALL East Jerusalem must be restored to Palestinian sovereignty, with no compromises. Jews can have access to the Western Wall, but no sovereignty. 6: No land in the West Bank must be swapped for portions of the Negev Desert. Whose villages and homes and farms are to be given to Israeli aggressors?

7: No border corrections must be allowed. Whose villages, homes and farms are to be abandoned? Are these the villages of Imwas, Yalu and Beit Nuba, that war criminal Yitzhak Rabin demolished in 1967? 8: We require complete freedom at our borders and free access to Egypt, Jordan and the rest of the world. We need no Israeli or International guards, at our national borders.

9: We must have complete control of of our water resources.

No one, leader or otherwise, has the right to give away any part of this modest portion of our land or the right of the refugees to return to their land. We rely on you to make no such concessions.
