Edward Luttwak, in his article :{ "Steering into civil war?" Feb.14}, calls for civil war amongst the Palestinians so as "to establish an independent state on land given by the Israelis in exchange for peace." The Palestinians are not asking Israel to 'give' them land. They are calling on Israel to terminate an illegal occupation of their land that has been allowed to stand for over 37 years in defiance of international law and repeated Security Council resolutions.
